Group Categorization
Category 1 – Resident youth, seniors, not for profit
Resident groups (70% of participants live within South Frontenac Township) with the highest community benefit such as youth (70% of participants are under 18 years old), seniors’ groups (70% of participants are 65+ years old), and not for profit organizations. Typically, this category would allow for maximum participation with minimum barriers to involvement (i.e., no/ low admission or registration fees for participants, entry/ minor level leagues, community-oriented events, etc.). Category 1 has the lowest user fees.
Category 2 – Resident special interest
Resident groups (70% of participants live within South Frontenac Township) with moderate community benefits that may or may not be open to the public. Typically, this category would be used for groups that have a specialized interest or serve non-basic recreation needs (i.e., advanced youth sports leagues, adult sports leagues, special interest gathering or event, etc.), or for a function that is not open to the public, therefore having a lower community benefit (i.e., birthday party, wedding reception, baby/ wedding shower, retirement party, club meeting, etc.). Category 2 has slightly higher fees than Category 1.
Category 3 – Non-resident, commercial
Non-resident groups (the renter and/ or under 70% of participants live within South Frontenac Township), corporate, and/ or for-profit groups. Category 3 is subject to the highest fees (note that the fees are based on cost-recovery and are not meant to generate profits for the municipality).
